I've read through this and I am struck by the fact that the committee does not seem to have registered the fundamental difference between the analog technologies, which are currently addressed in section 108, and digital technologies, which presumably the committee was convened to discuss. They are still couching things in terms of "copies," which is pretty meaningless in the digital world. I'm going to try to write something up, but I think that the digital paradigm may require a more radical re-thinking of section 108 than the committee is ready to face.
